Immigration, Refugees and Citizenship Canada (IRCC) has published its annual Express Entry Year-End report for 2023, revealing significant changes in the immigration landscape. The report highlights a remarkable increase in the number of Invitations to Apply (ITAs) issued, the introduction of category-based selection draws, and the demographic profile of candidates who received ITAs.

Key Findings from the 2023 Report
Increase in ITAs Issued
In 2023, IRCC issued 110,266 ITAs over 42 Express Entry draws, marking a 136% increase from the 46,539 ITAs issued in 2022. This surge reflects a strategic effort to meet Canada’s immigration targets and address labor shortages across various sectors.
Candidate Profiles and Eligibility
Out of 488,571 profiles submitted to the Express Entry system, 343,875 (67%) were deemed eligible, while 144,696 (33%) were not. The Express Entry system is designed to streamline the application process for economic immigration candidates through the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP). Candidates are scored using the Comprehensive Ranking System (CRS), which assigns scores based on various factors, including age, education, work experience, and language proficiency.
Distribution of ITAs by Program
The distribution of ITAs among different immigration programs is as follows:
Canadian Experience Class (CEC): 40,052 ITAs
Provincial Nominee Program (PNP): 26,445 ITAs
Federal Skilled Worker Program (FSWP): 17,898 ITAs
Federal Skilled Trades Program (FSTP): 8 ITAs
The low number of ITAs issued under the FSTP can be attributed to the processing hierarchy, where candidates eligible for multiple programs are invited under the program with higher processing priority.
Introduction of Category-Based Selection Draws
In June 2023, IRCC introduced category-based selection draws, targeting candidates based on specific occupations or language abilities. These draws accounted for 25,870 ITAs, representing 23% of all ITAs issued. The breakdown of ITAs in these draws included:
Healthcare Occupations: 12,073 ITAs (CEC)
Science, Technology, Engineering, and Mathematics (STEM): 13,790 ITAs (FSWP)
French Proficiency: 7 ITAs (FSTP)
CRS Score Trends
The report indicates that the average CRS score for all-program draws rose above 500 following the introduction of category-based selection. The minimum and maximum CRS scores for various draw types were as follows:
Generic Draws: 484 - 561
PNP: 691 - 791
FSWP: 489 (only one draw)
Healthcare Occupations: 431 - 476
STEM Occupations: 481 - 486
French Proficiency: 375 - 486
Demographic Insights
Gender Distribution
The data shows a gender disparity among ITA recipients, with 57% of ITAs issued to men and 43% to women. Notably, women were more likely to receive ITAs through the FSWP compared to men.
Occupational Trends
A significant number of ITAs were awarded to candidates in technology and finance sectors. The most common occupations receiving ITAs included:
Software Engineers and Designers: 7,259 ITAs
Software Developers and Programmers: 5,183 ITAs
Food Service Supervisors: 3,277 ITAs
Interestingly, 48% of all ITAs were issued to candidates in “other” occupations not specifically listed in the report.
Countries of Residence and Citizenship
Most candidates who received ITAs in 2023 were residents of Canada (76,791), followed by India (7,394) and Cameroon (3,828). The report also highlights the leading countries of citizenship for ITA recipients:
India: 52,106 ITAs
Nigeria: 7,263 ITAs
China: 5,854 ITAs
Education and Language Proficiency
Most ITA recipients held post-secondary education, with 46% having credentials of three years or longer and 43% possessing a master’s degree or entry-to-practice professional degree. Language proficiency also played a crucial role, with 78% of candidates achieving a Canadian Language Benchmark (CLB) score between 7 and 9.
Conclusion
The 2023 Express Entry Year-End report underscores a transformative year for Canada’s immigration system, characterized by increased ITAs, the introduction of category-based selection draws, and a diverse candidate pool. As Canada continues to adapt its immigration strategies to meet labor market needs, potential applicants should remain informed about these developments to enhance their chances of securing an ITA in the future.
